Corsair Cove links a vertical city builder to a seafaring adventure. Your settlement supplies its people and ships; voyages return rewards and progression that let the haven grow. A reliable start comes from treating construction, workers, transport, and storage as one loop rather than four separate problems.

Establish the Settlement Loop

Begin with a compact Pirate Camp and the basic supplies requested by the campaign. Buildings need to sit within a valid camp area and connect to the haven. Before expanding across another cliff or island, make sure the first area can house its people and keep essential production moving.

Connect Before You Expand

Connections are working infrastructure, not decoration. They let people reach buildings across the settlement's different elevations. Keep the early network legible: a short route is easier to inspect when an input stops arriving or an output store fills up.

Balance Population, Drifters, and Fetchers

Housing capacity, total population, and available Drifters are different measures. Housing provides room; it is not documented as an automatic source of new people. Drifters are the unassigned Hands available to become Builders, Fetchers, production workers, or Crew.

Diagnose an Empty Workforce

When no Drifters remain, pause and inspect existing commitments. A construction project, an open production job, a Fetcher route, or a ship's Crew may already be using the people you need. Pausing a building can release assigned workers. Avoid leaving All Hands on Deck active when the settlement cannot support its extra staffing demand.

Build Production Around Clear Routes

Production buildings need their full workforce and required inputs before they operate. Fetchers move resources along routes between buildings; creating another route creates another job rather than another person. A Warehouse also needs configured routes—it does not collect nearby output simply because it is close.

Build Production Around Clear Routes
CheckWhat to inspectWhy it matters
ConnectionIs the building linked to the haven?Construction and operation depend on access.
WorkforceAre all required jobs filled?A partly staffed building does not run.
InputDoes a route lead from a source with output?Global stock does not guarantee local delivery.
OutputIs destination storage available?A full output store can stop the chain.

Add Capacity Only After Finding the Bottleneck

More production cannot repair a missing route. Trace the chain in order: connection, workforce, upkeep, input route, source output, and destination space. Expand only after the limiting step is clear.

Use Resources and Trading Deliberately

Resources serve construction, ongoing upkeep, or later production stages. Keep the basics stable before committing material and Crew to a larger ship. When the island has a genuine surplus, a Trading Post can store and sell resources for Coins. It is not a two-way shop for buying missing resources, and it is separate from the Trade Pier used for ships.

Explore When the Haven Can Support a Ship

Once a ship is built and supplied at its Pier, assign its Captain and Crew before sending it toward a Discovery Point. Seven Seas regions begin beneath fog of war, and their events and quests extend progression beyond the island. Remember that Crew comes from the same population that runs construction and production at home.

Read the Compass as a Plan

Deeds and quests award Principle Points, while the Compass opens new buildings, upgrades, and ships as you advance. Check the actual Compass requirements before reshaping the economy around an assumed unlock. A voyage is easier to sustain when the settlement can keep key jobs filled while the ship is away.

Prepare for the Golden City

The current official Seven Seas page lists the Golden City as a Ring 3 region, not a building in the haven. Treat it as later exploration: reveal regions through Discovery Points, maintain a supplied ship and Crew, and keep the home economy stable enough to absorb their absence. Published sources do not establish one universal route, minimum Crew, required ship, or fixed entry cost, so this beginner guide does not prescribe them.

Frequently Asked Questions

Does Extra Housing Create Drifters?

Official material confirms that Housing provides capacity, but it does not confirm that empty capacity automatically creates or attracts Drifters. Check how people are assigned and how new Drifters are obtained instead of treating another Tent as a guaranteed population increase.

Why Is a Connected Building Still Idle?

Connection is only one requirement. Check that the building has its complete workforce, the owning Pirate Camp can provide upkeep, an input route reaches a source with output, and output storage is not full.

Should I Rush the Golden City?

No fixed beginner timetable is verified. First build an economy that can supply a ship without emptying critical settlement jobs, then use the Compass and visible Seven Seas objectives to guide progression.
